Members of the Jacobs team include Jacobs, Conventional Wisdom, KBJ Architects, Fentress Architects, Construction and Engineering Services, McDonald Financial Corporation, The Weitz Company, Signature Land and Westmont Hospitality Group. Of interesting note, Westmont owns the adjacent Hyatt Regency Jacksonville.

Jacobs has proposed a $705 million mixed-use plan comprised of an elevated convention center above a ground level riverfront public plaza/marina lined with retail and restaurant spaces. A hotel and a parking garage capable of having up to 300 residential units built on top of it are also included in the concept.

Jacobs has proposed a financial plan where it would provide both construction and permanent financing at a fixed rate through pre-selected investors and lenders who are hedged for longer-term financing. This plan includes the city providing a long term land lease at nominal or no cost to Jacobs. In addition, the city would make monthly concession service payments under a 25-year agreement. According to the team’s preliminary master schedule, construction would begin in mid 2020 and be completed in mid 2023.
